It just came to my attention that, in the third beta, if you have not configured a "terms of use", then your members will not be able to sign-up.
This is actually a bug and will be patched first thing tomorrow morning.
But you can fix this yourself now by configuring your site's terms of use, which will then allow users to tick the box.
