Theia comes with a built in "safeguard" mechanism you can use to protect accounts (and their items) from being deleted.

Safeguarding a member prevents the member from deleting themself (if you have enabled this feature), and prevents anyone with the "delete member" permission (admin permission 041) from deleting them. It also will not allow anyone to delete their items.

To safeguard a member, load up the "tools" page, and scroll down to the "security settings" tools, and look for one reading "control member safeguards" (admin tool 067).

The tool is pretty self-explanatory. There is a single field where you first enter a user's name. After hitting the "NEXT" button, you will see whether or not the member is currently safeguarded or not, and you can change the status to what you desire and hit the "SET STATUS" button.

It is not a smart idea to allow other members to have control over this tool, unless they are part of your staff you trust very much. If you depend on making sure no one is removing certain accounts, don't enable this tool for anyone else, because anyone with the permission 067 will be able to add and remove safeguards for any member!

If you want one or more accounts to be above the "safeguard" feature, but still want to use it for everyone else, then you'll be glad to know there is also a permission to "override member safeguards" (admin permission 159). When you have this permission, it allows your account to delete members who are safeguarded (as well as their items). Again, it's not a wise idea to overuse this permission, as it is best left to one or two people.
