The problem is that there isn't an access check to determine if issue tracking is in use (since this is a section type), as this works with determining if groups of notifications like friendship and awards should be displayed.

Instead, what should happen is there should be a check to see if there are any issue tracking sections that the user has access too, and otherwise not display the issue tracking area.
