If you want to encourage your members to be more active on your site, why not penalize them for their inactivity by giving them cheesy or offensive ranks to motivate them to be known by something better! ;)

Or maybe you just want to be serious and provide your audience with a powerful list ranks that denote how active each member is.

In any event, load up the "tools" page and scroll to the "language management" area, and look for the "manage activity-oriented ranks" tool (admin tool 008).

All ranks within Theia are language-based, meaning you can have a different word for the same rank in different languages. If you have a multi-lingual site, you just need to ensure that the ranks are defined for the default language pack (as the others will fall back on this if necessary).

The first field (well, besides the language field, that is) is for the minimum AP the member must have to be a part of that rank. For example, if you want to create a rank that is for members who have 1000 or more activity points, then write in 1000 for this field.

The name field is for the name of the rank you are creating.

Keep in mind, if you want to make sure everyone is a part of a rank (even if you have a "newbie" rank), then you need to set a rank to 0 for minimum AP!
