Theia incorporates caching for a number of purposes... If you ever run into *any* type of issue, and have exhausted all other channels for troubleshooting it, try flushing your entire cache.
If the issue is resolved after the cache has been cleared, then there is a stagnated data issue, which you should probably create a bug report for - since ideally data should be flushed as fresh data is added or updated.
Deleting all of the files in your cache is as easy as running admin tool 036 (cache control). Leave the field as it is (*) and everything in the cache will be deleted.
All of the files we store in the cache can be deleted at will, as nothing crucial is ever stored here. When important configuration files are cached, they are re-generated if they are missing, so there is no danger in flushing your cache as often as you like (though your site will temporarily take a performance hit after each time you do).
For more information on managing the cache, consult this document.
