There should be an RSVP checkbox when creating public events in the calendar (including the site calendar, or the soon to be added group calendars).

This way, you could request a response from the users of the site (or the group) and allow them to say they "are coming" or "aren't coming".

there also should be a way for users to see who is coming, and who isnt...

this means you can click on each event, which implies each event has its own page (which doesn't exist now), you should be able to see a count of how many people coming/not coming, and their usernames (and both of these values, the count, and the users) should be able to be only shown on a standard permission level.
