You may have noticed that several of the permissions you can enable / disable through "set access priveleges" (admin tool 999) do not appear as admin tools on the tools page.

This is because several of the admin permissions are passive; in that they do not have their own tool, but work through one or more other tools or modules throughout the site.

So don't be confused... Just because you aren't seeing something you know is enabled on the admin tools page does not mean you do not have the right; it may simply be that the permission in question doesn't have its own admin tool.

For example, "view stealth members" (admin permission 017), "create HTML forms" (admin permission 035), and "debug mode" (admin permission 091) are three examples of passive admin permissions. They don't have their own tool, and therefor are not listed on the admin tools page. Instead, they each work in different ways.

Take the "view stealth members" permission for example. What this does is allows you to see the identity of any stealth members, where ever "stealth member" would have appeared for normal users. Because of the nature of passive admin permissions, they don't need their own tool, as their work is best done elsewhere on the the site in a more integral manner.

If you think about it, it should make sense... It's a lot more convenient to see a stealth member's name, wherever it normally would have displayed "stealth member", as opposed to having to go to a special page that tells you the identity of each stealth member.
